New York State Energy Research and Development Authority (NYSERDA) has appointed ‘The Cotocon Group’, as a Primary Energy Consultant for projects relating to NYSERDA’ New Construction Initiatives. The Cotocon Group will offer energy modeling, analysis and building commissioning to significantly increase the performance of buildings and their energy systems. The Cotocon Group is a collaborative partner to property building owners, developers, and shareholders to effectively execute consultancy services.
Our goal is to help you SAVE when starting any NEW construction or major base building improvements in existing buildings both commercial and residential.
Energy Modeling/Energy System Analysis:
A process of building computer models of energy systems in order to analyze them. Such models often employ scenario analysis to investigate different assumptions about the technical and economic conditions at play. Outputs may include the system feasibility, greenhouse gas emissions, cumulative financial costs, natural resource use, and energy efficiency of the system under investigation. A wide range of techniques are employed, ranging from broadly economic to broadly engineering. Mathematical optimization is often used to determine the least-cost in some sense. Models can be international, regional, national, municipal, or stand-alone in scope. Energy modeling has increased in importance as the need for climate change mitigation has grown in importance, due to global greenhouse gas emissions.
Building Commissioning Services
When a building is: initially commissioned it undergoes an intensive quality assurance process that begins during design and continues through construction, occupancy, and operations. This extensive Commissioning Process ensures a NEW building will operate initially as the owner intended and that building staff are readily prepared to operate and maintain its systems and equipment.
Support Level Guidance
Support Level 1:
• This is intended for simpler, mostly smaller projects (up to 30,000 SF or so) where the applicant is
interested in a quick high-level overview of their schematic or concept design phase floor plans,
followed with general suggestions for improving energy efficiency. Scope is limited to a
conference call or short (1-2 hours) meeting to review the project, and completion of the Level 1
template. Other services may be offered to the applicant but must be within the stipulated fee
levels. This service is offered at no cost to applicants. Tech support fees are fixed at three tiers
based on project square footage.
Support Level 2:
• This is intended for larger, more complex projects that are not being designed for zero net
energy, deep energy savings and/or smart building, and for which the applicant is interested in,
and may benefit from a cost-shared energy modeling/report service. The scope, analysis and
reporting are similar to PON1601 with the exception that incentive calculations are not necessary.
• Field verification of installed systems is not required but NYSERDA may elect to perform
performance validation of selected projects under a separate contract.
Support Level 3:
• This is limited to projects which are pursuing Zero Net Energy (on-site or distributed generation
renewables), Deep Energy Savings (minimum 30% better than ASHRAE baseline) and/or Smart
Buildings. The reason for the and/or is to open Support Level 3 to projects which are
incorporating a full suite of Smart Building features but which may not achieve ZNE or DES.
• Tech support services for scoping, modeling, energy analysis and reporting are similar to
previous PONs. NYSERDA will be updating the existing whole building templates to reflect the
new reporting and incentive structure.
• In addition to energy analysis the tech support may include services for Integrated Project
Delivery and Advanced HVAC controls commissioning.
• For projects where an energy model has already been completed the model may be used to
develop the energy analysis report. The report must be prepared by a NYSERDA-approved tech
• There is no cost share for technical support, up to a maximum NYSERDA contribution of
$200,000 per project.
• Financial support includes an Energy Performance Incentive for ZNE, DES and/or Smart
Buildings and an additional incentive to offset the increased cost of installing the Smart Building
features including smart meters (mandatory if available in the utility territory), equipment and
controls to achieve a fully integrated smart building.
• Financial support is subject to caps on the incentive amounts.
• Field verification of installed systems by NYSERDA is required where the sum of the financial
incentives exceeds a threshold value to be determined.
